There is activity on the property. Just consider the amount of roadwork that has taken place in the six months between June 29, 2016 and December 13, 2016.:

Although work is underway on the East Cape property, you can see how rough it is. One speculation is the golf course will be the first to be built on the property. Judging from the terrain, it appears there will be a lot of work to be done if true. If not, there will be lot's of infrastructure required before this property remotely looks like the advertisements.
